Pre-heat the oven to 350° F.
In a large mixing bowl, cream or mix together the softened butter and sugar.
Mix the eggs, vanilla extract, and peppermint extract into the butter mixture.
In a separate large bowl, sift together the flour, cocoa, baking powder, and salt.
Add the dry ingredients to the creamed mixture, mixing well.
Fold the chocolate chips and mint baking chips into the mixture by hand.
Using a cookie scoop, scoop about a tablespoon of cookie dough, and drop it into a small bowl of powdered sugar; roll the dough ball around, making sure it’s coated with powdered sugar.
Place each sugar coated dough ball on the cookie sheet, and bake at 350° F for about 12 to 15 minutes, or until the cookies are set.
Allow the cookies to rest on the cookie sheet for about 2 minutes before removing to a wire rack to cool completely.
